1.1項(xiàng)目名稱：大新華飛維國外采購電動換發(fā)套裝工具項(xiàng)目

1.3資金來源：企業(yè)自籌資金

Source of Funds: Self raised funds.

1.4項(xiàng)目標(biāo)的及技術(shù)要求：

Objective and Technical Requirement:

1.4.1供貨商必須為標(biāo)的物OEM標(biāo)準(zhǔn)件號JXU70的制造商或其授權(quán)銷售商、飛機(jī)制造商。

Suppliers must be the manufacturer of the OEM standard part number JXU70 or their authorized sales agent, or the aircraft manufacturer

1.4.2電動換發(fā)套裝工具包含電動換發(fā)工具JXU70、控制器及測試工裝。

The tool includes JXU70, a controller, and test fixtures

1.4.3賣方在買方指定地點(diǎn)（海口）完成工具的安裝、調(diào)試及現(xiàn)場培訓(xùn)。培訓(xùn)時間不少于3天，培訓(xùn)內(nèi)容包括設(shè)備操作、日常維護(hù)、設(shè)備故障檢修及現(xiàn)場操作測試，并提供完整的培訓(xùn)教材資料。

The seller completes the installation, commissioning, and on-site training at the buyer's designated location (Haikou). The training time is no less than 3 days, and the training content includes equipment operation, daily maintenance, equipment fault repair, and on-site operation testing, and provides complete training materials.

1.4.4賣方提供買方在首次實(shí)際上機(jī)使用的現(xiàn)場技術(shù)指導(dǎo)。

The seller provides the buyer with on-site technical guidance during the first actual in-flight use.

1.4.5賣方提供的設(shè)備及零部件需全部為新件且均提供原始廠家合格證或?qū)Φ茸C明文件，不可接受二手件。

The equipment and parts provided by the seller must be all new and must provide original manufacturer qualification certificates or equivalent documentation, and unacceptable used parts.

1.4.6電動換發(fā)套裝工具以及包含的部附件保修期從交付日期開始計(jì)算1年，保修期內(nèi)發(fā)生工具設(shè)備故障問題，廠家需在24小時內(nèi)響應(yīng)。

The JacXson U70 and the included accessories have a warranty period of one year from the date of delivery, and the manufacturer must respond within 24 hours if a tool equipment failure occurs during the warranty period.

1.4.7賣方需提供終身的免費(fèi)的技術(shù)咨詢服務(wù)。

The seller must provide lifetime free technical consulting services.

1.4.8必須提供完整的技術(shù)資料,包含電動換發(fā)套裝工具使用說明書，操作注意事項(xiàng),軟件安裝備份光盤，COC證書等，資料提供紙版及電子版。

Full technical data must be provided, including operation manuals, safety precautions, software installation and backup discs, and COC certificates. Both paper and electronic versions are required.

1.4.9以電動換發(fā)套裝工具實(shí)物在交貨地點(diǎn)實(shí)際測試的測試結(jié)果作為工具合格的佐證，測試標(biāo)準(zhǔn)根據(jù)設(shè)備說明書相關(guān)功能要求執(zhí)行，且廠家對相關(guān)實(shí)測內(nèi)容及數(shù)據(jù)進(jìn)行如實(shí)登記，形成紙版確認(rèn)文件。

The test results of the tool tested on-site at the point of delivery shall serve as evidence of the tool's compliance. The test standards shall be carried out according to the relevant functional requirements in the equipment manual, and the manufacturer shall record the actual test content and data accurately, forming a paper confirmation document.

1.5報(bào)價(jià)要求：國外工廠交貨價(jià)，包括提供貨物所需的產(chǎn)品、包裝材料、安裝、培訓(xùn)等一切為投標(biāo)和履行合同所需的全部費(fèi)用。

Quotation Requirements: EX-WORKS price and need to include all costs required for bidding and performing the contract, such as providing products, packaging materials, installation, training, etc. required for the goods.

2、招投標(biāo)形式Form of bidding and tendering

2.1招標(biāo)形式：公開招標(biāo)，有意向供應(yīng)商在規(guī)定時間內(nèi)完成報(bào)名、提交資質(zhì)文件，經(jīng)招標(biāo)方審核通過后發(fā)布招標(biāo)文件。

Bidding Form: Open Bidding. The interested suppliers shall complete the registration and submit the qualification documents within the specified time, and issue the bidding documents after being approved by the Bid Inviter.

2.2招標(biāo)文件發(fā)布時間：招標(biāo)文件以郵件形式發(fā)送，發(fā)布日期以項(xiàng)目推進(jìn)具體時間為準(zhǔn)。

Release Time of Bidding Documents: The bidding documents shall be sent in the form of e-mail, and the specific time of project promotion after the release date shall prevail.

2.3投標(biāo)截止時間和開標(biāo)時間：投標(biāo)截止時間以項(xiàng)目規(guī)定截止的時間為準(zhǔn)，開標(biāo)時間以招標(biāo)方通知時間為準(zhǔn)。

2.4評標(biāo)方法：最低價(jià)評標(biāo)法，即評審小組成員先審查競標(biāo)方資料是否滿足招標(biāo)要求，再分別對競標(biāo)方“技術(shù)”、“商務(wù)”兩階段需求的答復(fù)等進(jìn)行審查，技術(shù)階段包括但不限于供應(yīng)商資質(zhì)和經(jīng)營狀況、相關(guān)條款應(yīng)答情況、品質(zhì)滿足招標(biāo)要求等。在任一階段，經(jīng)項(xiàng)目小組確認(rèn)，存在競標(biāo)方不符合項(xiàng)目需求的，將取消其最終商務(wù)（價(jià)格）決標(biāo)資格。即本次評標(biāo)是在滿足招標(biāo)方技術(shù)及商務(wù)條款基礎(chǔ)上，報(bào)價(jià)最低者中標(biāo)。

Bid Evaluation Method: Lowest price bid evaluation method. The members of the review team shall first review whether the bidder's information meets the bidding requirements, and then review the bidder's response to the "technical" and "commercial" needs, including but not limited to the supplier's qualification and business status, the response to relevant terms, and the quality meeting the bidding requirements. At any stage, if the project team confirms that there are bidders who do not meet the project requirements, their final price bid qualification will be cancelled. That is to say, this bid evaluation is to meet the technical and commercial terms of the bid inviter, and the bidder with the lowest price will win the bid.

未通過上述資格要求審查的報(bào)名人不具備投標(biāo)資格，采購方有權(quán)認(rèn)定其不具備投標(biāo)參與資格；任何時候發(fā)現(xiàn)投標(biāo)人提交的相關(guān)文件、證明材料或承諾系偽造、變造或捏造的，將取消其投標(biāo)/中標(biāo)資格并列入海航航空集團(tuán)不良行為供應(yīng)商名單——視為其已主動放棄自本次投標(biāo)之日起5年內(nèi)參加海航航空集團(tuán)任何采購方式下任何項(xiàng)目的采購活動。

If the applicant fails to pass the above qualification requirements does not have the bidding qualification, the Buyer has the right to determine that it does not have the bidding qualification; If the relevant documents, supporting materials or commitments submitted by the bidder are found to be forged, altered or fabricated at any time, the bidder will be disqualified from bidding/winning the bid and listed in the list of suppliers with bad behavior of HNA Aviation Group .(It is deemed that it has voluntarily abandoned participating in the procurement activities of any project under any procurement mode of HNA Aviation Group within 5 years from the date of this bid.)

報(bào)名截止時間為北京時間2024年8月2日23時59分59秒，各意向人應(yīng)在報(bào)名截止時間前通過電子郵件提交資格要求中的所有的報(bào)名資料。超過截止時間或報(bào)名資料不全者視為放棄。

The deadline for registration is 23:59, August 2, 2024 (Beijing time).
